What Exactly is a Motorcycle in Legal Terms? 🧐

According to Standard QCVN 41:2019/BGTVT (issued with Circular 54/2019/TT-BGTVT), a motorcycle is defined as:

  • A two or three-wheeled motor vehicle 🛵
  • Powered by an engine with a cylinder capacity of 50cm³ or more
  • With a self-weight not exceeding 400kg

Where to Submit Your Motorcycle License Application 📍

The short answer: Any Driving Training and Testing Center! 🏫

According to Article 9 of Circular 12/2017/TT-BGTVT, individuals wanting to obtain a motorcycle license must submit one complete application set to a Driving Training and Testing Center.



 

Important flexibility note: 🌟 You are NOT required to apply at a center in your place of residence (permanent or temporary). You can submit your application at any convenient Driving Training and Testing Center in any province throughout Vietnam!

🏠 Real-life example: Minh lives in District 7, Ho Chi Minh City but works in District 1. Instead of applying at the center near his home, he chose to submit his application at a center near his workplace, saving commuting time during the training period. This flexibility made the whole process much more convenient for his busy schedule! 🕒

Documents Required for First-time Motorcycle License Applications 📋

Pursuant to Clause 1, Article 9 of Circular 12/2017/TT-BGTVT, your application must include:

  1. Application form requesting training and testing for a driver's license issuance 📝
  2. Copy of ID - either National ID card, Citizen Identity Card, or passport with National ID number for Vietnamese citizens; passport for Vietnamese residing abroad 
  3. Health certificate issued by an authorized medical facility 🏥

Did you know? 🤔 For ethnic minority individuals who cannot read or write Vietnamese, there's a special application process! They need to provide an ID copy, health certificate, and a certification from their local People's Committee confirming their ethnic minority status and inability to read/write Vietnamese. According to Article 58, Clause 2 of the 2008 Road Traffic Law, when operating a motorcycle, you must carry:
