The Old OS: Decree 13/2023/NĐ-CP (The reliable Windows XP of data protection).
The New OS: The Personal Data Protection Law 2025 & Decree 356/2025/NĐ-CP (The shiny new Windows 11, launching Jan 1, 2026).
The Problem: Many diligent businesses already submitted their "Impact Assessment Dossiers" (the heavy paperwork explaining how they handle data) under the Old OS. The Question: When the New OS installs on Jan 1, 2026, do these old files get corrupted? Do we have to delete them and start over? 🤯

1. The "Grandfather" Clause (No Resubmission Needed!) 😌
Good news for CyberDucks Ltd.! The law follows the principle of non-retroactivity for administrative procedures.
The Rule: If your dossier was accepted by the specialized agency BEFORE January 1, 2026 (under Decree 13), it is valid.
The Result: You DO NOT have to establish a new dossier under the new Law. You can keep using the old one. Phew! 😅
2. The Catch: The "Update" Protocol (Maintenance Mode) 🛠️
However, you cannot just file it and forget it. A dossier is a living organism, not a fossil. You must update it under Article 22 of the Law and Article 20 of Decree 356.
